In short, this report is based upon a group of studies which do not represent methodological perfection, yet some generaliza- tions about the use of libraries had to be drawn from them. Care was taken throughout the report to allow for technical deficien- cies. At the same time, every effort was made to “squeeze” the material for all it was worth. This meant that the author’s judg- ment came to bear at many points of interpretation. The reader should keep these considerations in mind.
