position in these institutions has not been strong. There has been no change even after the TANU Guidelines have emphasised TANU’s role in the development of Tanzania. The TANU Guidelines clearly state: The responsibility of the Party is to lead the masses together with their institutions in the efforts to safeguard national independence and to ad- vance the liberation of the African. The duty of socialist party is to guide all activities of the masses. The Government, parastatals national organisations etc. are instruments for implementing the Party’s policies. Our short independence history reveals problems that may arise when a party does not guide its instruments. The time has now come for the party to take the reins and lead all mass activities.'’ In spite of fact that TANU has been given such responsibility, its involvement is not yet very strong. In the Circular No. 1 of 1970, it is provided that the TANU Branch Chairman should be a mem- ber of the Workers’ Council so as to make sure that TANU policies are followed. One Party representative in the W orkers’ Council can exert little influence. There should be provision of having more TANU representation. The Chairman also is not enough. In the cases of TANESCO and Friendship Textile Mill the influence of TANU is minimal. In Friendship Textile Mill the TANU Branch Chairman is the General Manager so that the same person plays two roles; of being the Council's Chairman and TANU representative. In such a situation it is difficult to judge which role that person plays effectively. To represent TANU ef- fectively such a person has almost to ‘commit suicide’ by criticising himself as a member of the management. The same case applies to TANESCO. The TANU Branch Chairman is also a member of the management. Hence TANU is weak in these two enterprises in so far as it is supposed to spearhead the programme of workers' participation. There is need for TANU as a party to consolidate its position in the industries by establishing strong TANU branches that are not only interested in enrolling as many members as possible into the Party but are actively engaged in directing the development of these institutions. Once TANU is consolidated in the industries workers' participation programme can be a success.
