III. Workers’ Participation in Practice 1. Friendship Textile Mill at Ubungo The Friendship Textile Mill is situated at Ubungo about eight kilometers from the city of Dar es Salaam. As the name implies, this factory is engaged in the manufacture of textile like the popular vitenges etc. This Mill started in 1966 but actual produc- tion began in 1968. Its establishment was a result of an economic and technical cooperation between the United Republic of Tan- zania and the People’s Republic of China. The Peoples’ Republic of China gave Shs. 60,000,000/ as a long term loan for the con- struction of the Mill. It came under the National Development Corporation (N.D.C.) in 1966 and its one of the small group of companies in which N.D.C. has 100 per cent shares. The Mill has a labour force nearing 3,200 workers and is the largest factory in Tanzania. The labour force ranges from University-trained graduate workers to workers who can only read and write. Most of the workers are young boys and girls with primary education, that is, up to standard seven. The management of the Mill is Tan- zania except for one Pakistani. There are also three Chinese who only act as advisors. The Mill was one of the first enterprises in Tanzania to form a Workers' Council. The Workers’ Council had met twice by July, 239
