N’ g FUNCTIONS OF THE WORKERS’' COUNCIL The functions of the Workers’ Council can be summarised as mainly advisory to the Board of Directors. Its advisory capacity relates to matters like government wages policies. It can also ad- vise on the marketing of goods or services. Also important are the powers in advising on matters of quality and quantity of the goods or products produced. Furthermore the Workers’ Council is also empowered to discuss and analyse the Balance Sheet of the en- terprise and advise on planning as a whole and on all relevant aspects of production e.g. productivity, promotion etc. THE EXECUTIVE COMMITTEE Constitutionally, it is composed as follows: a) the General Manager or Manager who also becomes its chief executive. b) other heads of the departments or sections. c) workers' representatives from the Workers’ Council who should not exceed more than 1/3 of the Executive Com- mittee. FUNCTIONS The functions of the Executive Committee are mainly scrutiny. It keeps an eye on the reports and proposals furnished both by the management and the Workers’ Council on matters concerning finance, production estimates, productivity promotion program- mes, marketing and the day-to-day running of the enterprise. 237
