4. The syllabus should be designed to suit all workers as follows: Syllabus for General Workers: should include (i) Literacy — The Three R’s for those who cannot read and write. To be arranged and paid for by the com- pany. (ii) Political education (iii) Labour Legislation: Details for these syllabi can be had from the National Institute for Productivity who have been charged with the responsibility of its im- plementation. Also from the Director of Education at NUTA Headquarters. (b) Education for the Workers Committee National Institute of Productivity in consultation with the Labour Division and NUTA have already prepared a syllabus for Workers Committees and most of the Workers Committees in the industries have already followed a series of these courses. It is advisable however, that the following subjects be included in the syllabus: (i) A guide to the Disciplinary Code (ii) Composition of workers committee (iii) How to choose a candidate (election) (iv) Functions of the workers committee (v) How to represent workers efficiently (vi) How to participate in meetings (vii) The role of workers' national representative body (NUTA) and the Department of Labour.
