proposed by the Workers’ Council and approved by the Board of Directors; and (e) generally to advise on the efficient running of the day-to- day work of the industry. 17. The Executive Committee shall be advisory to the Manager/General Manager who will be the Chief Executive. The Board of Directors CONSTITUTION 18. The Board of Directors shall have at least one of its mem- bers nominated by the National Union of Tanganyika W orkers. FUNCTIONS 19. The Board of Directors shall be the authority competent to lay down the policy to be followed by the organisation for achieving the objects for which it is established. General Provisions 20. The constitution of the institutions that are to be established in accordance with this Directive may be varied according to any agreement reached between NUTA and Management, subject to the approval of the Minister responsible for labour matters. 21. In case of any dispute as to the meaning of any provision in this Directive the Labour Commissioner, or anybody he nominates to represent him for this purpose shall make a ruling thereon, and this shall be final. 22.
