Changes in the banking firm of Edward B. Smith & Co. became effective December 2d. Osborn W. Bright and C. F. Bloomer retired from the firm. Francis E. Bond retired from active partnership and will become a special partner. Herbert H. Dean and Thomas New-hall became members of the firm. Mr. Dean will be the resident partner in New York. Thomas DeWitt Cuyler was elected president of the Commercial Trust Company to succeed Horatio G. Lloyd. John H. Mason was continued as vice-president and elected a director ; W. A. Obdyke became treasurer as well as secretary, and Herman W. Stehfest was made assistant secretary and assistant treasurer.
Vacancy Filled on Directorate
B. Dawson Coleman, of Lebanon, Pa., has been elected a director of the Girard Trust Company, taking the place made vacant by the death of William H. Jenks.
Issues Unique Calendar

The third annual statement, as of November 30, 1909, shows total resources of $2,315,668, including securities, $829,164; loans, $1,009,883; real estae and vaults, $280,204, and due from banks and cash, $196,416. Liabilities include capital, $500,000; surplus, $125,000; undivided profits, $43,615; ground rent, $150,000; bills payable, $130,000; miscellaneous, $7,140, and deposits, 11,359,912.
Elected to Vice-Presidency
At a meeting of the Continental Title and Trust Company John M. Campbell was elected vice-president. The officers are: T. M. Daly, president; John McGlinn, vice-president; John M. Campbell, vice-president; John R. Umsted, title and trust officer, and John F. Skelly, secretary and treasurer.
Opens Uptown Office
The Guarantee Trust Company opened its new uptown office, at 1331 Chestnut Street, Tuesday morning, December 7th. The uptown office will receive deposits, pay checks, attend to matters relating to trust estates, and transact the general business of the company. Richard Y. Cook is president of the company.

The balance in the general fund of the Pennsylvania state treasury will shortly fall below the level for the last twelve years. State ■ Treasurer Sheatz has mailed notices to banks carrying more than $10,000 of state money that he will shortly draw on them for 20 or 30 per cent of the deposits. As the balance in the general fund was only $5,967,979.85 at the beginning of this month, the proposed withdrawals will cut the totals to about $5,000,000. The money is needed to meet current bills.
American Trust Company
Frank H. Caven was named as receiver for the American Trust Company. Bank Examiner Tober said that when he took charge of the bank on November 17th, he found the deposits to amount to about $400,000, and that the assets of unquestioned value were $378,000. He said that of the call loans, $194,480 had been found doubtful, and of the commercial paper, $34,000 was known to be bad. Several mortgages, aggregating $75,000, were also doubtful.
