The central offices at Washington and the various subtreasuries in the country will be investigated. The system of handling receipts and disbursements will receive close attention, as will the relationships of the treasury department with the business world. The employment of these experts is worthy of note. It tells of a business administration of the treasury by a business man. Secretary Mac-Veagh has been successful in his private affairs. He appears to be doing what has often been pictured as the ideal in public administration. He is applying to the management of his department of the government the same close attention he has been accustomed to give to the details of his Chicago establishment. The secretary says that there is nothing sensational connected with the work of the experts who have been employed. He and his assistants want to know all about the existing systems in the treasury. But it goes without saying that if notable defects are discovered they will be corrected. If the government business is handled in ways not conformable to the standards approved in the world of finance outside, changes ought to be made at once. Whatever the real thought behind the systematic investigation by the skilled accountants, it is interesting to observe the business man’s way of conducting government work. «. v• New Orleans, August io.—Wyatt H. Ingram, Jr,, trust officer of the Hibernia Bank and Trust Company, who was arrested several weeks ago as a result of an alleged shortage in his accounts, was arraigned to-day. Ingram’s attorney filed a demurrer to several of the indictments, and the case went over indefinitely. State Treasurer C. C. Dinehart has transferred to J. B. Galarneault, superintendent of banks, $388,200 in bonds, debentures, and mortgages which had been filed with the treasurer as a guaranty fund by the six trust companies in the Twin Cities. The new banking law which created the banking department provided for the transfer. City Comptroller Louis Betz has received telegraph notice from R. L. Day & Company of New York that their attorneys approve the entire issue of St. Paul bonds. He was asked to rush the printing and delivery of the bonds. The issue amounts to $325,000 of improvement bonds covering sewers, high school, parks, waterworks, playgrounds and police station. The bonds were delivered late this week. A new state bank is to be established at Stillwater, a suburb of St. Paul. It is to have $50,000 capital and county officials and business men will back the venture. Fort Scott, Kan., August 17.—The long while robbing the State Bank last night shot and killed City Marshal Inford and probably fatally wounded Cashier Celmer Webling. The murderers escaped. At Liverpool the young men donned their riding suits and started for London. They stopped at farm houses, inns, and at other places, to study the ways of the people. Continental Europe is now being toured by the young bankers, and no word has been received as to when they will come back. Changes are being completed at the Security National and h'irst National banks which will give more room for the officers’ desks. The changes at the First National have given a cosy, reception-room appearance to the officers’ quarters. At the Security National the work has not progressed so far, but when finished the “officers’ row” will be a feature of that institution.
