The County Council has pressed its Welsh scheme so hard that it is reasonable to expect that some idea should be given of the probable cost of carrying it out. We are quite prepared to believe that it is an excellent scheme ; but what will it cost ? That is what the Water Commission would like to know, and it invited the co-operation of the County Council to find out. The Council, in a word of haughty disdain, refused to assist, and consequently the Commission has been compelled to appoint an independent enquirer to go into this essential aspect of the case. Nothing could be more reasonable. No sane man considers possibilities until he has enquired their cost. It is really extraordinary that the County Council should put itself in the wrong in this gratuitous way. We are all prepared to regard the Council with a friendly eye if only it will act according to the ordinary canons of business. But what can you do with a body which will not even aid an enquiry into the probable cost of its own proposals ? This matter of the water supply of London is of such serious importance to every ratepayer and every house-holder in the Metropolis that it is all the more regrettable that the supreme municipal authority for the greater part of the capital should thus continue the policy which has from the beginning caused it to be at loggerheads with Parliament, and with the more reflective portion of the electorate. It is difficult to lake seriously a project the authors of which appear to entertain a lofty disregard of business principles. Either this Welsh scheme is practicable or it is not. That any engineering difficulties there may be can be surmounted is obvious. That may be taken for granted. If the great cities of the north can draw their supplies of water from the lakes of Cumberland or Wales, it is clear that there is no insuperable difficulty about London doing the same. The talk about microbes accumulating in pipes may be safely disregarded. The scientific evidence that has been taken this week on that head has made light of this rather imaginary danger ; and we need not doubt that the scientific authorities are right. The only way of obtaining absolute security from microbes is never to eat or drink, and as human nature is not yet prepared to take that heroic path to safety, we may put aside the somewhat fanciful fear of the lively comma, the sprightly bacillus. If Liverpool and Manchester have not yet been eaten up by microbes we can afford to smile at the danger of London falling a victim to them. All this, however, does not touch the serious aspect of the matter. It is of the first importance that the capital should have a sufficient supply of pure water ; but it remains to be proved that the existing sources are inadequate now, or are likely to become so within any reasonable period of time. That is what the Water Commission is anxious to be informed about. No doubt the Welsh scheme would cost a sum running into millions. If this huge expenditure be absolutely necessary it will have to be undertaken ? But is it necessary ? Are we certain that the Thames and other home sources are no longer capable of keep-iog us going even for a reasonable time? These are some of the questions which the Commission is considering. The farther and equally important matters of who is to manage and control the supply in the future and the policy of absorbing the companies,have yet to be examined and reported upon. The Water Commission has not only been sitting, but has issued an interim report, while th9 Examiners have been busy enquiring whether the standing orders of the House of Commons have been complied with in regard to the County Council’s Bill to enable them to gather and store water in Wales.
