It has further been brought to the notice of the Controller that the requirement limiting the amount which an exporter may pay as commission to his agent abroad is not being universally observed, and that cer- tain firms are evading it by means of gratuities or payments in respect of personal expenses, etc. Proof of such breaches will expose the firms concerned to the penalties specified in Article 44 of the Directions, the provisions of which will be strictly enforced. DIRECTIONS. The Directions are as follow: — Part I. Sales for Consumption in the United Kingdom and the Channel Islands. (1) No coal may without the consent of the Controller of Coal Mines be sold by collieries for consumption in the United Kingdom, except at the maximum prices chargeable under the Price of Coal (Limitation) Act, and the Coal (Pit’s Mouth) Prices Order, 1917; pro- vided that in any case in which the maximum manufacture in the United Kingdom of patent fuel for shipment to these destinations. (4) Except as provided in Part VI., the prices specified in Schedule A shall be charged as fixed prices in the case of all coal, coke oven coke, and patent fuel delivered after January 31, 1918, for shipment to British Possessions or Protectorates or coaling stations therein, including coal for the - manufacture in the United Kingdom of patent fuel for shipment to these destinations. (5) All sales shall be f.o.b., except in those cases in which pit prices are specified in the Schedule. No quotations or sales shall be made c.i.f. or delivered. (6) Except where otherwise specified in the Schedule, these prices are net f.o.b. at the nearest shipping places to the collieries, and for cash within seven days after shipment; if shipped at a more distant place, the extra railway and shipping dues may be charged, provided that such extra dues, as compared, with those for shipment at the nearest shipping place to the colliery or works, must in all cases be charged for coal, coke oven coke, and patent fuel when shipped at ports outside the limits prescribed below for each colliery district, namely: — Scotland.—Scottish ports south of the Tay. price chargeable by a colliery for a particular class of coal for consumption in the United Kingdom is higher than the price specified in Schedule A appended hereto, the colliery may charge for such coal for inland con- sumption prices lower than the said maximum, but in no such case (whether sold in truck at pit or f.o.b.) less than the price specified in the Schedule. (2) Prices of coal for consumption in the Channel Islands shall be determined as in the case of sales of coal for consumption in the United Kingdom. Part II. Sales for Shipment to France and Italy* and to British Possessions and Protectorates and Coaling Stations Therein. (A) Prices.
