LONDON, FRIDAY. 21 AR CH 20, 1914 It is stated that a stoppage of work is almost inevitable on April 1 in Western Pennsylvania, Ohio, Indiana, and Illinois. The miners demand a universal through-coal basis wage, and advances of from 5 to 10 per cent. There are other claims, and on their side the owners make certain demands, including the establishment of an arbitration court and financial guarantees. Prolonged conferences have been held, but no approach has so far been made to agreement in any substantial degree. The London coal trade continues fairly firm. The colder weather has somewhat increased the demand for house coal, but the heavy stocks on hand have amply met the extra consumption. Prices are unaltered, but little buying is done except at special prices. The prompt markets on both the Tyne and Wear have become firmer in consequence of the possibility of a strike in South Yorkshire. The demand throughout Lancashire is moderate. Local labour troubles have naturally affected the Yorkshire markets; prices have strengthened, and in the west district a brisk demand has been maintained. The satisfactory condition of business in Derbyshire continues. Lack of tonnage has disorganised the Cardiff coal market. In Scotland, the easy character is even more pronounced than last week. Mr. Barnes has given notice of a Bill to provide for minimum rates of wages and maximum hours of labour, and to regulate the conditions of labour. Notice has been given by Mr. Robert Harcourt of a Bill to establish a Minister of Labour and to make provision for the prevention and treatment of unemployment. On Tuesday next Mr. Hodge intends to present an Amendment Bill to the Workmen’s Compensation Act, 1906. Mr. McKenna stated in the House last week that the report of the Royal Commission on Metalliferous Mines and Quarries would be ready in the course of next month.
